Wow… this is a big question.
Jupiter takes roughly one year to go through one sign… but because all planets except the Sun & Moon go retrograde, the speed with with Jupiter moves varies during different times of the year.
Retrograde motion is when, from the point of view of the earth, it looks like the planet is going backwards in the sky. This is how planets got their name. When the ancients named them, they called them The Wanderers, because unlike all the stars in the sky, the planets moved back & forth.
As for which planets to pay attention to, re: transits.
The outer planet transits are slow moving and often involve major life lessons. (Saturn, Uranus, Neptune, Pluto)
The inner planets are more rapid, and so they are short term things, or, they can act as triggers during an outer planet transit. As a simple example, Pluto might take over a year to conjunct your Sun, but if during that time period, Mars also conjuncts your Sun, it might trigger an event related to the Pluto transit.
Your question opens up a pretty big topic for discussion, and is not easy to answer in a few paragraphs. Each transiting planet has an affect of some kind.

You need to consider the planetary 'joys'. Saturn is actually in its joys in the 12th house!
Also there is a general pecking order for house placements in terms of 'accidental dignities'. I don't see these as hard and fast where strong means in a powerful position. For example in 4th house it is 'important' and has 'gravity' but it can get you stuck. If you are looking for something to be rooted and with you for a long time that's good, but if you are looking for forward action, not so. 7th house again is more about other people, so you may get stuff from other people, but also you may need that stuff, so not an independent strength here.

Only a majority is required to pass a bill, so if the current government (the party with the most members elected) wants to create a bill they can get it through easy as long as no-one crosses the floor (voting with the opposition) however in the senate things are usually more close and their are other smaller parties so the current government may make amendments to the bill to make them happy and vote it through.
