I agree they should. You may need to hire a lawyer to fight them. Contact your city councilman and see if they can intervene on your behalf.
They would need two main things, they would need to be able to adapt to the food supply. This would be mostly human byproducts, and they would also have to improvise and find shelter away from predators such as cats and dogs. The animals that have adapted best to cities are raccoons. They are scavengers and dig trough dumpsters and trash cans. They also take shelter in attics and under decks.
Furthermore, cats can travel into an alternate and/or pocket dimension at will; hence their periodic disappearances.

Yes, seemingly as used in this case they refer to the same thing.
In the true sense of alternate (meaning different) length, width, and height would be alternate dimensions. However, from all my Sci-Fi readings, alternate dimensions are usually referred to as those dimensions beyond our senses, hence everything past the 4th (time) dimension. Accordingly, (Sci-Fi) these dimensions still reside within this Universe we live in.
An alternate universe would be a whole universe different from our universe. Alternate universes tend to be created when alternate realities are derived at the juncture of pivotal events. A pivotal event is defined as an event causing an alternate reality to form.
These events may be minor, turning left vs turning right at an intersection, of more consequence, such as the allies losing WWII, or major events, line the asteroid that wiped out the dinosaurs missing the earth.
Thus an alternate Universe may not have a Hell.

Ha ha ha, plenty of people have beaten him. Some of us have even beat the game on Chaos already (Not to mention have beaten both the post game optional super bosses)
But, anyway, the strategy. First of all make sure to bring 20 Fresh Sage, 20 Big Berries, 20 Blue Berries, and whatever other healing items are available at that point.
The biggest tip I can give you is do NOT kill off all of his minions that he summons; always leave one alive. From my experience anyway, he wont summon more while at least one is alive.
Run from him when he is in rush mode and try to get behind him when he uses the attack that looks like a laser.
Good luck, IMHO, he is the hardest required boss in the game.
