My opinion is that it's mostly how the person is/was raised. There might be a small part of the "bad seed" that would have been there, but I think that a good and loving family would squash most of that… likewise, bad parenting makes a "bad seed" flourish… but the way you worded it… a person "doing their best" can be taken so many ways… many horrible parents are "doing their best"… even bad things happening to a child does not always make them "bad seeds"… if they are a secure child with a secure family, often they can make it through some terrible times…
